The CREBs regulation differ from the Qualified Zone Academy Bond (QZAB) program in one very positive way. CREBs may be sold to just about anyone who needs a tax credit investment. In the past, QZABscould only be purchased by a narrowly defined "Qualified Lender". The 2008 "Bail Out Bill" relaxed this QZAB regulation.
