If your 9,000+ page IRS tax code is handy, turn to section referenced above. If you don't have the code, a quick rule of thumb can be:

1. The project must generate electricity.

2. The project must be from a "clean process" including clean coal.

3. An independent engineer must certify that both 1 & 2 criteria have been met.
