The overwhelming success of the Qualified Zone Academy Bond (QZAB) program, which the CREBs used as their model, was due to a very few investment banking firms who blazed a trail so their clients (mostly school districts) could utilize a program that allowed them to borrow without cost. Until these pioneers put all the pieces together, the QZAB program was unworkable.
We hope that others will follow the path of QZABs and help create a new, inexpensive financing tool, to promote clean renewable energy.
There have been numerous CREB financings in the United States. As the regulations were intended to mimic, in most part, the Qualified Zone Academy Bond (QZAB), from the CREB firms with expertise, you may also add firms with QZAB experience as being 99% on their way to CREB expertise as well. Very few firms have both CREB expertise AND QZAB expertise. We have identify only one firm that can boast expertise in BOTH, to our knowledge.
