Putting All the Pieces Together
The overwhelming success of the Qualified Zone Academy Bond (QZAB) program, which the CREBs used as their model, was due to a very few investment banking firms who blazed a trail so their clients (mostly poor school districts) could utilize a program that allowed them to borrow without cost. Until these pioneers put all the pieces together, the QZAB program was unworkable.
We hope that others will follow the path of QZABs and help create a new, inexpensive fiancing tool, to promote clean renewable energy.
There have been no CREB financings in the United States to date. However, as the regulations were intended to mimic in most part the Qualified Zone Academy Bond (QZAB), we can identify individuals or firms that are considered experts in the field of QZAB or similar tax credit financing.
